This article aims to carry out a theoretical essay that reflects on the relationship of the impasse in urban politics in Brazil in front of the difficulty in strengthening an active citizenship. Through the interdisciplinary bibliographical revision of architecture, urbanism, sociology and political science, it demonstrates that the impasses in the consolidation of urban politics in Brazil reinforces the political culture of distrust. While the City Statute's promises of innovation have not really been able to improve the condition of socio-spatial inequalities, social disbelief has also widened in the established rules. The consequences of this process are devastating for the promotion of a nascent political culture of participatory planning and democratic management of cities.
