O Direito à Cidade em Pauta: Breve Relato de uma Experiência Didática
Abstract
The present work intends to reflect on the experience of the discipline of Urbanismo II, which has been taught since 2011 to the third year of the Architecture and Urbanism course of the UniversidadeEstadual de Maringá. The challenge posed by the discipline is to debate the reach of the right to city in the municipal urban planning process through the exercise that goes beyond the scale of the urban plan and the urban project. In this way, the content is developed as a team in three stages: it starts with a discussion about the frameworks towards the right to the city since the MovimentoNacional pela Reforma Urbana created in 1985,Constituição Federal enacted in1988, Estatuto da Cidade(Law 10.257/01) and re-signification of the Master Plans. In the second stage a reading-diagnosis of a small municipality is developed, followed by the construction of the problem raised, elaboration of a hypothesis and strategy for structuring the landscape. The third stage consists of the proposal of an urban project based on the use of the Urban Partnership Operation instrument, with the insertion of social housing, urban mobility and environmental-urban sustainability.
