The right to the city consists of different subjects and projects thought out of needs and desires, and goes beyond the right to things and urban services. It is linked above all to the creativity of (re) thinking in the world. It is in the urban world that the great capitalist relations of production and the relations of labor and capital are realized. It is in this space that the State interferes in the forms of relations. The urban land conflicts are mainly due to the difficulties of the housing policy itself. It is in this space, with global problems and housing shortages, that the Eugênio Pereira Community is located in Paço do Lumiar (MA). This community has re-existed for more than 10 years and fights for the right to housing and against forced eviction. Thus it was decided to analyze the protagonism of the Community Eugênio Pereira in Paço do Lumiar (MA) in 10 years. It was observed that during that time the community was transformed and consolidated. However, more than social insecurity, legal insecurity still "haunts" community residents. In this sense, the title of ownership is still a dream for the integration of the community and its residents into the official city.
