A política urbana no Brasil à luz da teoria institucional

Abstract

This article aims to present the Urban Policy in Brazil in the light of the institutional theory. Methodologically uses a bibliographical revision to present a brief history of the achievements related to urban reform in the Federal Constitution of Brazil (1988) and in the Statute of the City (2001); contextualize the field of study of institutions; discuss the concept of institutions and understand it from the standpoint of Urban Policy; and present the political culture in Brazil. This conception is very useful in the sense of presenting a theoretical framework enough to understand the difficulties faced by the City Statute to effect the institutional change proposed by it.
